Of all the Confidants in Persona 5 Royal, the Strength Confidant — represented by the Velvet Room twins, Caroline and Justine — is arguably the most unique of the bunch. Rather than ranking up by spending time with them and throwing gifts at their faces at every opportunity, players must perform Persona fusions per their increasingly challenging requests.

Before continuing with our guide, note that you can begin building up Persona 5 Royal's Strength Confidant at any point from 5/18 forward. Visiting the Velvet Room during Joker's free time prompts the Twins Confidant to suggest (more like demand) that he starts fusing Personas for them as part of his rehabilitation process. Completing their first task will unlock their Confidant in earnest, earning you some serious perks at the Velvet Room.

Persona 5 Royal Strength Confidant Abilities
There are plenty of great rewards for leveling up P5R's Caroline and Justine Strength Confidant, all of which tie into your activities in the Velvet Room in one way or another.
We're only listing the Ranks in the table below that provide rewards. If a Rank isn't on here, it's more of a stepping stone to your next prize.

The likeliest scenario right now is Saki Mitama and Succubus. For Saki Mitama, Jack-o'-Lantern and Bicorn must be fused, though there's a fair chance you've already done so before this request becomes available.
We recommend aiming to complete Rank One's request by the end of May to keep on track.

Notably, you won't need to worry about fusing for Ame-no-Uzume if you're collecting Personas at Madarame's Palace. You'll find Ame-no-Uzume here in great abundance. If you don't want to itemize for Frei for whatever reason, you can also fuse Suzaku and Berith, the former of which you can create through Hua Po and Berith (you'd need to re-summon Berith afterward) or Kushi Mitama and Agathion.

The above calculation truly is your best bet here. Eligor will be level 16 by default when created through a fusion of Cait Sith and Angel, and both of those are among 'the most basic of basics', as Morgana might put it.

We should point out that, from around Rank Five onward, the precise Personas used in fusion become all the more imperative. While you can acquire Suzaku through many other combinations, it's Berith's Rakukaja that matters here, so don't stray from the course.
Rank Six: Neko Shogun With Dekaja

For Sudama, you can fuse Sandman with Mokoi or Mandrake. For Anzu, note that it starts at level 25, but needs to be level 28 for Dekaja. As such, you will need to grind for those three levels. Rather than fusing for Anzu, consider catching one in the Pyramid Palace, which is right around when you'll be able to complete this objective, anyway.

It's common practice to suggest fusing Clotho with Stone of Scone, which will work out great. This requires you to have captured the Treasure Demon, Stone of Scorn, at the Pyramid. Stone of Scone amps up the resulting Lachesis all the way to 35, and so long as your Clotho's level has been elevated by one (from 27 when summoned up to 28) you're gold. If you've not done so, you're kind of out of luck, so we wanted to provide something more solid.
